Karla Alvarado

March 9, 2026
To: City Clerk
Subject: Request to Place Agenda Item — Mobilehome Residents Facing Homelessness and
Retaliation
Dear City Clerk
I am submitting this request to have the following item placed on the agenda for the next City
Council meeting:
Agenda Item Title: Emergency Discussion — Mobilehome Residents Facing Homelessness,
Harassment, and Retaliation
Description and Background:
Residents in our community, including vulnerable populations such as minor school-aged
children, are being left homeless or at imminent risk of homelessness due to corporate
interference with their legal rights to sell or transfer their mobilehomes. Residents who ask
questions, report concerns, or assert their rights are now facing harassment, retaliation, and
obstruction of their housing stability.
This ongoing crisis is taking place under the City's oversight, and residents are not receiving
sufficient updates or protections. We request the City Council discuss this issue publicly to:
1. Receive updates on current City actions or interventions regarding these corporate
practices.
2. Ensure vulnerable residents are protected from eviction, harassment, and retaliation.
3. Explore emergency measures or coordination with housing agencies to prevent further
displacement.
4. Ensure accountability for local, state, and corporate responsibilities in protecting
residents' housing rights.
