Use caution when opening attachments or links. <br /> Santa Ana City Council, <br /> I am writing to support the family of Noe Rodriguez and their demands for justice! Fire killer cops Luis Casillas and Isaac <br /> Ibarra from Santa Ana PD! We need accountability! <br /> On December 1st 2024, Noe was suffering a mental health crisis in downtown Santa Ana while holding a toy weapon. <br /> Despite the fact that he was unarmed and not moving,the officers did not attempt to understand or deescalate the <br /> situation. In less than 30 seconds after arriving,the officers gave 3 identical commands "Drop it or we will shoot," <br /> leaving no room for Noe to ask for help or seek another solution to the situation.They then opened fire and shot him <br /> almost 30 times, most of them hitting his back and 3 of which as he was falling to the ground. Noe was not provided <br /> medical attention for over 10 minutes and was left lying face down outside of the Casa Linda furniture store.These <br /> officers grossly violated Noe's civil right to due process and used excessive lethal force against an unarmed civilian, and <br /> we demand that they be fired from SAPD! <br /> It has been over one year since Noe's murder and the officers have continued to be involved in other deaths and <br /> misconduct. Ibarra took part in the beating of 15 year old Mario Diaz,who surrendered to police in a video dated June <br /> 9th 2025. Diaz had to be taken to a hospital for multiple injuries from this incident, including broken ribs, a fractured eye <br /> socket, and a collapsed lung. Casillas shot and killed Henry Gonzalez Jr, another victim of mental illness, on January 1st <br /> 2025. Despite this, they still work for SAPD and have faced no punishment. A public record request made by CSO <br /> revealed that Casillas has been moved to "Crimes Against Persons"while Ibarra serves in North Area Command.
