Dale Helvig
Resident, Santa Ana CA 92706
First, I think the initial form that I received could be enhanced. The information provided should include
the event location and whether or not the Organization name is a 501{c)(3). This is already provided on
the Donation Request Form so it shouldn't be that difficult to change.
Date Vendor# Organization
7/22/2024 999007383 Ctial Los Hips AVsentes(Casa Morelos) Cam-1 Moraleme 9/31/2024 5 Amount1,000.00 LOP84
7,22/2024 999008418 CC Habitats Park Clean ups n 5 2,800.00 LOPBG
7123/2021 55222 Charitable Ventures Riverview Holiday Celeba— TBDm 5 250.00 LOP84
7/23/2024 61103 United Across Borders Batkbatk give away 8/2/2024 5 500.00 LOPM
10/e/20z4 58581 Fride cinema chuck,Fest 11/16/2024 5 450.00 LOP86
2/21/2025 9990074341 Grupo V—sige Organization 2025 Miner del An, 3/25/2025 5 500.00 LOPS:
2/27/202S 58581 The Friday Cinema Various Film Series 3/17/2025 5 1,000.00 LOPES
3/12/2025 55000 Charitable Velwms SAAS Bike Fund Raise 6/21/2025 5 500.00 LOPES
6/25/202S 63643 Latino Muslim Unity EID Fair 6/7/2025 5 3,000.00 LOP91
Second, in my discussion with City staff and those that were around when this policy was adopted, the
purpose of this policy is "To establish a City Council Special Event Sponsorship Policy and guidelines for
disbursement of discretionary funds approved by City Councilmembers to sponsor city programs,
services, and special events produced by qualified nonprofit organizations and/or City recognized
neighborhood associations." It seems clear to me that it should apply to neighborhood organizations or
a 501{c)(3) organization that is based in Santa Ana or is running an event within Santa Ana. However,
there are those that believe if a member of the council wants to support a group that has zero direct
connection to Santa Ana, that is OK. I disagree.
I am asking that the members of the Santa Ana City Council agendize a discussion on the City Council
Special Event Sponsorship Policy. The money should be limited to "city programs, services, and special
events produced by qualified nonprofit organizations that are based in Santa Ana or are holding an
even within Santa Ana, and/or City recognized neighborhood associations". No exceptions.
In conclusion, all monies were distributed as expected but there are many misinterpretations and
opinions that can be cleaned up.
Respectfully,

Dale A Helvig
Resident, Santa Ana
cc: Alvaro Nunez, Minh Thai,
City Manager, Santa Ana Deputy City Manager, Santa Ana
Sonia Carvalho, Sylvia Vazquez,
City Attorney, Santa Ana Deputy City Manager, Santa Ana
Page 2 of 2
2026-03-17 Letter to City Council-Special Event Sponsorship Policy
