Specifically, the applicant is proposing to modify provisions that: Prohibit the <br /> issuance of building permits until the building has been 50 percent preleased; prohibit requesting <br /> assistance from the Redevelopment Agency; identify the timing for the funding of neighborhood traffic <br /> studies; establish the timeline for refilling any excavated area; and, requires the applicant to maintain <br /> a minimum of 51 percent interest in the development. <br /> Property Description <br /> The One Broadway Plaza project site is a 4.34-acre, 13-parcel site located in midtown Santa Ana. <br /> The applicant received approval in 2005 to construct a 518,000 square foot, 37-story, 493-foot tall <br /> office tower and an eight-level freestanding parking structure with 2,463 parking spaces. In addition, <br /> four buildings totaling 12,484 square feet currently on the project site will be used for office and/or <br /> restaurant purposes. The project site is bordered by Washington Avenue to the north, Tenth Street <br /> to the south, Sycamore Street to the east and Broadway to the west. <br /> The site is zoned Specific Development Plan No. 75 (SD-75) and has a General Plan Land Use <br /> designation of One Broadway Plaza District Center (OBPDC), which permits office development at <br /> a floor area ratio of 2.9. Surrounding land uses include single and multi-family residential and office <br /> uses to the north, office uses to the south, and both office and school uses to the east and west <br /> (Exhibits 1 through 5). <br /> 1 <br />
