ROLL CALL <br /> MINUTES: Recording Secretary Abigail Y. Alcala conducted roll call. <br /> Commissioners Gawronski, Mejia, Perea, and Said, Vice Chair Castillo Laughton <br /> (arrived at 5:06 P.M.), and Chair Carpenter were present. Commissioner Vega was <br /> absent. <br /> PLEDGE OF ALLEGIANCE <br /> MINUTES: Chair Carpenter led the Pledge of Allegiance. <br /> PUBLIC COMMENTS—Public comments will be held during the beginning of the meeting <br /> for all comments on agenda items. Members of the public may provide comments on any <br /> agenda or non-agenda items within the subject matter jurisdiction of the commission. <br /> MINUTES: The following individuals addressed the Commission via in-person: <br /> 1. Abraham Quintana requested justice for Noe Rodriguez and an independent <br /> investigation, and spoke regarding Noe Rodriguez's incident. <br /> 2. David Pulido requested an independent investigation for the Noe Rodriguez incident <br /> and spoke regarding Henry Gonzalez's incident. <br /> Vice Chair Castillo Laughton arrived of 5:06 P.M. <br /> 3. Stef requestedjustice for Noe Rodriguez and an independent investigation, and spoke <br /> regarding Noe Rodriguez's incident. <br /> 4. Matthew Compton requested an independent investigation into the incident of Noe <br /> Rodriguez and spoke regarding Noe Rodriguez's incident. <br /> 5. Bulmaro Vicente spoke in support of Agenda Item No. 4 and requested justice and <br /> accountability for the Noe Rodriguez incident. <br /> Chair Carpenter asked for an update on the list of requested acronyms. <br /> Commander Lopez stated the list is in process. <br /> CONSENT CALENDAR <br /> RECOMMENDED ACTION: Approve staff recommendations on the following <br /> Consent Calendar Items: 1 and 2. <br /> MINUTES:At 5:15 P.M., the Consent Calendar was considered. <br /> Chair Carpenter requested the minutes be amended to reflect his comments regarding <br /> requests for information or data. <br /> POLICE OVERSIGHT COMMISSION 2 FEBRUARY 12, 2026 <br />
