Proposal for Supplemental Services- Development Impact Fee Program <br /> City of Santa Ana <br /> December 1,2025 <br /> City of Santa Ana <br /> Attn: Gabriela Lomeli,Administrative Services Manager <br /> 20 Civic Center Plaza <br /> Santa Ana,CA 92701 <br /> Dear Gabriela: <br /> Revenue&Cost Specialists,LLC (RCS)appreciates the continued opportunity to support the City of <br /> Santa Ana with its Development Impact Fee (DIF) program.This letter proposes supplemental <br /> professional services related to (1) preparation of the City's five-year Development Impact Fee <br /> report,and (2)additional DIF Study revisions requested by staff. <br /> This proposal is intended as an add-on to the City's existing agreement with RCS. <br /> Scope of Services <br /> Task 1 -Five-Year Development impact Fee Report <br /> RCS will prepare the City's five-year Development Impact Fee report in compliance with the <br /> Mitigation Fee Act (Gov. Code §§ 66001 and 66006). Work includes collection and reconciliation of <br /> financial data,preparation of the draft report, revisions based on staff feedback,and delivery of the <br /> final report. <br /> Fee:$20,000 <br /> Task 2 -Additional 2025-2026 Development Impact Fee Study Revisions <br /> RCS will complete an additional round of revisions to the Development Impact Fee Study based on <br /> the latest direction from City staff.This includes review of comments,refinement of fee calculations <br /> REVENUE COST SPECIALLISTS <br /> 1519 E.
