Discussand ConsiderProviding Direction to the City Manager to Direct Staff <br />to Review the City’s Standards and Practices for Stop Line Placement <br />Relative to Crosswalks and Evaluate Whether Setback Stop Lines Could <br />Improve Pedestrian Visibility and Safety—Particularly Along the High Injury <br />Network and Near Schools, Parks, and Transit—in Support of the City’s Vision <br />Zero Goals and Consistent with the California Manual on Uniform Traffic <br />Control Devices – Councilmember Lopez <br /> <br />MINUTES: Councilmember Lopez gave a brief presentation regarding reviewing <br />the City’s standards and practices for stop line placement relative to crosswalks and <br />evaluating whether setback stop lines could improve pedestrian visibility and <br />safety—particularly along the high injury network and near schools, parks, and <br />transit—in support of the City’s Vision Zero goals and consistent with the California <br />manual on uniform traffic control devices. <br /> <br />Councilmember Hernandez spoke in support of the item. <br /> <br />Councilmember Vazquez spoke in support of the item. <br /> <br />Mayor Pro Tem Penaloza spoke in support of the item. <br /> <br />Mayor Amezcua spoke in support of the item, requested a report within 60-90 days, <br />and asked about pedestrian and vehicle fatality rates within the city. <br /> <br />CITY COUNCIL 15 MARCH 17, 2026 <br /> <br />
