Parks, Recreation, and Community Services Agency (PRCSA) <br />Agreement Executive Summary <br />OC Gold Swim Team Facility Use Agreement <br />Highlight of Agreement: One-year pilot agreement with OC Gold Swim Team for the initial <br />development of a homegrown OC Gold-Santa Ana Swim Team <br />PRCSA’s Facility Use agreement with OC GOLD Swim Team will provide the following outcomes: <br />Purpose: <br />Establish a pilot partnership with OC Gold Aquatics to introduce competitive youth swim <br />programming in Santa Ana, with the long-term goal of developing a sustainable, homegrown swim <br />team pipeline while activating the Memorial Park Aquatics Center. <br />Scope of Services: <br />OC Gold will provide structured competitive swim team programming, including coaching, athlete <br />development, and program administration for youth participants at designated City aquatic <br />facilities. The City will provide access to facilities, while maintaining oversight of scheduling and <br />compliance. <br />Compensation / Fiscal Impact: <br />The agreement generates base annual revenue of $6,000/yr, with potential for additional revenue <br />based on expanded facility use and participation levels. Revenues will be deposited into the General <br />Fund to offset operational costs, while minimizing City staffing and program delivery expenses. <br />Term: <br />Initial one-year term (May 1, 2026 – April 30, 2027) with provisions for two one-year extensions, <br />allowing the City to evaluate the program as a scalable pilot. <br />Compliance & Protections: <br />OC Gold is responsible for staffing, certifications, insurance, and program administration, and must <br />meet all City safety and operational requirements. The agreement includes controls on facility use <br />and restrictions on unauthorized commercial activity, ensuring alignment with City policies and risk <br />management standards. <br /> <br />
