Summary: <br />On Friday, June 25th, 2021, at approximately 1124 hours, Santa Ana Police Department <br />Correctional Supervisor Monreal contacted the Watch Commander, J. Viramontes, regarding <br />a U.S. Marshalls Inmate found unresponsive in his cell, located in Module 4C, cell 17. <br />A patrol officer was requested to respond to follow the inmate, Darryle Marcell Samuel, Sr, if <br />he were to be transported to the hospital by Orange County Fire Authority via CARE <br />ambulance. <br />Medical care was provided for Samuel until relieved by Orange County Fire Authority, who <br />pronounced Samuel deceased at 1150 hrs. Samuel was not transported from the scene. <br />The Santa Ana Police Department Homicide Detectives and Investigators from the Orange <br />County District Attorney Special Assignments Section responded to investigate. <br />Evidence: <br />All items of evidence were photographed, documented, and collected by the Orange County <br />&ULPH /DERUDWRU\ 5HIHU WR WKHLU IRUHQVLFV UHSRUWV GRFXPHQWHG XQGHU )5 IRU <br />IXUWKHU GHWDLOV <br />Weather & Lighting: <br />Upon my arrival within the housing unit on Friday, June 25th, 2021, at approximately 1435 <br />hours, the module was approx. 72 degrees, and lighting was provided by LED lighting in the <br />module as well as natural light through the various windows. <br />Scene: <br />This incident occurred in Module 4C within the Santa Ana Detention Facility at 62 Civic <br />Center Plaza. The Santa Ana Detention Facility is located adjacent to the Santa Ana Police <br />Department. The United States Marshalls¶Service has a contract to house federal inmates <br />at the Santa Ana Detention Facility. Module 4C, located on the 4th floor of the jail, is a direct <br />supervision housing module consisting of 16 cells on the upper and lower tiers. <br />A direct supervision module has an officer desk in the dayroom area, located on the 1st <br />floor. There is a control panel that allows for the remote unlocking of individual cell doors or <br />all doors at once. When the door is released, the door lock releases and allows the door to <br />open slightly. <br />Each of the cells are designed to house 2 inmates, however some cells, including cell 17, <br />only had 1 person assigned for housing. <br />Cells 1-16 are located on the lower tier, and 17-32 are located on the upper tier. <br />There is a dayroom with access to a multi-purpose room as well as a recreation yard on the <br />1st floor. There is a single staircase leading to the upper tier. <br />Cell 17 is in the northeast corner of the module, with a south facing door that opens outward <br />from right to left. <br />The ³C ´is on the front of the door, as well as on a plastic marker on the wall to the left of <br />Santa Ana PD 2021-13541 Report by Gibbons, Michael 2990 2 of 6
