EXHIBIT A <br /> Scope of Work <br /> The following represents the general scope of work for projects on an as needed time and <br /> material basis: <br /> A. Financial Analysis and Studies -Assist City in reviewing the accuracy of the hauler <br /> submitted rate request and adjustment calculation in accordance with the allowable <br /> annual increase in the franchise agreement. Additionally, review all new Orange County <br /> Waste & Recycling(OCWR) landfill tonnage increase in accordance with the new Waste <br /> Infrastructure System Enhancement (WISE) agreement and the hauler's extenuating rate <br /> increase circumstances. Conduct a rate stability analysis. Assist with the evaluation and <br /> establishment of new rates or services, including review of backup calculations and <br /> appropriate addition into the rate adjustment workbook. Provide initial support for the <br /> City's Prop 218 process, including but not limited to preparing memos, staff reports, and <br /> general correspondence, as well as preparing and presenting materials in presentation <br /> form to City staff and City officials. Perform audits,financial analysis, and forecasting. <br /> B. General Support- Provide additional support to PWA staff as may be necessary <br /> including but not limited to contract management and negotiation as identified. <br /> Evaluation of the assessment of liquidated damages based on available City data. Assist <br /> with review and evaluation of reports and reporting requirements as may be requested by <br /> the City. Prepare memos, staff reports, and general correspondence; prepare and present <br /> materials in presentation form to City staff and City officials; provide general advice on <br /> various waste management-related inquiries and miscellaneous tasks. <br /> C. Solid Waste and Recycling Legislation - Track solid waste legislation,regulations, <br /> CalRecycle policy decisions, and other solid waste issues pertinent to the City and <br /> provide legislative and regulatory updates verbally during meetings with City staff.
