EcoNomics has proudly supported the City of Santa Ana for over seven <br /> years, providing CalRecycle compliance assistance, implementing sustainable waste diversion <br /> programs, as well as assisting with franchise agreement oversight and management services. We <br /> are confident our team offers the expertise, commitment, and innovative solutions necessary to <br /> help the City develop a transparent and equitable rate adjustment, meet and exceed its regulatory <br /> obligations under SB 1383, SB 54, and other state mandates. EcoNomics brings the following <br /> unique set of skills and local knowledge to this project: <br /> • Experience working with Republic Services, the City of Santa Ana, and its business community <br /> overseeing SB 1383 compliance implementation, ordinance development, and contract <br /> amendment assistance <br /> • Experience collaborating with the City in 2019 to develop rate impact scenarios for SB 1383 <br /> compliance programs for inclusion in current franchise agreement with Republic Services <br /> • Familiarity with productivity metrics and program costs associated with Santa Ana's current <br /> franchise agreement <br /> • EcoNomics currently assists six Orange County cities with managing their hauler contracts to <br /> ensure compliance with contractual obligations, including service consistency and <br /> achievement of state mandated recycling requirements <br /> • Developed and wrote the City's SB 1383 mandatory ordinance under Chapter 16 Garbage, <br /> Trash, and Weeds of the City's Municipal Code <br /> • Recent experience with seven Orange County cities (Anaheim, Irvine, Tustin, Laguna Niguel, <br /> Mission Viejo, Laguna Hills, and Lake Forest) monitoring programs and franchise agreements <br /> through review and analysis of performance metrics, reporting requirements, and rate and <br /> data analysis/reconciliation <br /> • No conflict of interest.
