Upon engagement, EcoNomics will assist the City with developing a rate stabilization <br /> impact study and a brief presentation laying out the pros/cons and impacts of each rate <br /> stabilization option. These may be used to seek policy guidance from the City's executive team <br /> and/or elected officials. <br /> EcoNomics has conducted numerous rate reviews for client cities including Rancho Mirage, <br /> Mission Viejo, Lake Forest,Tustin, Laguna Hills, Laguna Niguel, and San Juan Capistrano and is well <br /> positioned to assist the City in this capacity. <br /> Proposition 218 Assistance <br /> To assist with the City's Prop 218 process, EcoNomics will prepare a draft of the Prop 218 notice <br /> for review and finalization by the City Attorney, as well as drafts of documents to be posted on the <br /> City's website including the rate sheets and a description of the administrative process for rate <br /> adjustments. EcoNomics can also assist with preparing a draft Prop 218 hearing staff report for <br /> review and finalization by City staff and the City Attorney. EcoNomics can act as an on-call technical <br /> resource during the Prop 218 rate hearings should City Council have any questions about the <br /> proposed rates. <br /> Task B. General Support <br /> General Contract Management Support <br /> EcoNomics has a comprehensive understanding of the operational aspects of the waste <br /> management industry. This operational expertise was gained through over 40 years of site work <br /> to implement diversion programs, field contract compliance monitoring such as vehicle <br /> inspections and waste characterization studies, and "ride-alongs" with MSW, recycling, and food <br /> scrap collection program drivers. EcoNomics assists its current clients with general operational <br /> items such as brake inspection reviews, route audits, annual, quarterly, and monthly report <br /> reviews, waste characterization studies, fleet inspections, waste audits, container inventory <br /> audits, etc. EcoNomics has extensive experience assisting clients with managing and overseeing <br /> hauler contract deliverables by thoroughly tracking and communicating requirements with <br /> responsible parties. Based on our combined experience in this field, we are confident that we can <br /> efficiently and effectively provide the City with general support on an as needed basis.
