SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> Environmental Evaluation <br /> a) Does the project have the potential to substantially degrade the quality of the <br /> environment, substantially reduce the habitat of a fish or wildlife species, cause a <br /> fish or wildlife population to drop below self-sustaining levels,threaten to eliminate <br /> a plant or animal community, substantially reduce the number or restrict the range <br /> of a rare or endangered plant or animal, or eliminate important examples of the <br /> major periods of California history or prehistory? <br /> Less than significant impact with mitigation incorporated.With implementation of MM B10-1a, <br /> MM 13I0-1b, MM CUL-1, and MM CUL-2, the proposed project would not substantially degrade the <br /> quality of the environment, substantially reduce the habitat of fish or wildlife species, cause a fish or <br /> wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal <br /> community, or reduce the number or restrict the range of a rare or endangered plant or animal, or <br /> eliminate important examples of the major periods of California history or prehistory. <br /> MM BIO-1 a and MM 1310-1 b would protect the potential biological integrity of the site from impacts <br /> related to potential construction impacts.Additionally, MM CUL-1, and MM CUL-2 would reduce the <br /> proposed project's impacts on unforeseen discovery of any important examples of major periods of <br /> California history or prehistory.As such, impacts would be less than significant. <br /> b) Does the project have impacts that are individually limited, but cumulatively <br /> considerable? ("Cumulatively considerable" means that the incremental effects of a <br /> project are considerable when viewed in connection with the effects of past <br /> projects, the effects of other current projects, and the effects of probable future <br /> projects)? <br /> Less than significant impact with mitigation incorporated.The proposed project would result in <br /> potentially significant project-level impacts related to biological resources, cultural resources, geology <br /> and soils, hazards and hazardous materials, noise and transportation (design hazards). However, MM <br /> BIO-1a, MM B10-1b, MM CUL-1, and MM CUL-2 would be implemented as part of the proposed <br /> project. The mitigation measures would, among other things, protect the potential biological integrity <br /> of the site from potential construction impacts, as well as reduce the proposed project's impacts on <br /> previously unknown cultural or archaeological resources on the project site as well as any human <br /> remains, The mitigation measures would reduce each impact to a level of less than significant. <br /> All other impacts of the proposed project were determined either to have no impact or to be less than <br /> significant without the need for mitigation. Cumulatively,the proposed project would not result in a <br /> significant contribution to cumulatively considerable cumulative impacts.
