Santa Ana Rezone Project <br /> Initial Study/Mitigated Negative Declaration <br /> 1 - INTRODUCTION <br /> 1.1 - Purpose <br /> The purpose of this Draft Initial Study/Mitigated Negative Declaration (Draft ISIMND) is to identify any <br /> potential environmental impacts that would result from the implementation of the Santa Ana Rezone <br /> Project(proposed project) in the City of Santa Ana (City), California. Pursuant to California <br /> Environmental Quality Act(CEQA) Guidelines Section 15367, the City of Santa Ana has discretionary <br /> authority over the proposed project and is the Lead Agency in the preparation of this Draft ISIMND <br /> and any additional environmental documentation required for the proposed project. <br /> The remainder of this section provides a brief description of the project location and the primary <br /> project characteristics. Section 2 includes an environmental checklist that provides an overview of the <br /> potential impacts that may result from project implementation, elaborates on the information <br /> contained in the environmental checklist, and provides justification for each checklist response. <br /> Feasible mitigations are analyzed to reduce all impacts to below a level of significance. Section 3 <br /> contains the List of Preparers. <br /> 1 .2 - Project Location <br /> The project site is located at 1801 East Chestnut Avenue in the City of Santa Ana, in Orange County, <br /> California (Exhibit 1). The project lies directly on the border of Santa Ana and Tustin, with its <br /> neighboring parcels to the east and south located in the City of Tustin. The project site corresponds <br /> with Assessor's Parcel Number(APN): 402-212-01 and is located within the Tustin, California United <br /> States Geological Survey (USGS) 7.5-minute Topographic Quadrangle Map, Township 5 South, <br /> Range 9 West, Section 00 (Latitude 33' 44' 34" North; Longitude 117' 50'28"West). <br /> 1 .3 - Environmental Setting <br /> The approximately 3.48-acre project site is a trapezoidal-shaped parcel that is relatively flat and <br /> located in an urban area. The project site is bounded by Interstate 5 (1-5) to the north, Church of <br /> Christ in Tustin to the east, East Main Street and Saddleback Mobile Lodge Club to the south, and the <br /> Santa Ana Zoo to the west.The Santa Ana River is located approximately 4 miles west of the project <br /> site and, based on the general area topography and existing surface conditions, surface water flow is <br /> expected to be to the south-southwest. <br /> The parcel is currently an unpaved gravel lot that provides overflow parking for the Santa Ana Zoo, <br /> which is owned and operated by the City.Access to the site is provided via a paved 30-foot-wide by <br /> 500-foot-long access road from East Main Street. <br /> FCS <br /> Ord , , ,�ql' „s!slld12pd5�1 es/Pubfication55ite/Shafed Documents/P,bilations/Client(PN-1NIf03 2 7/03 2 740M17/ISMND/0337IX 7 Santa Ana Rezone Pmlect I5MNd.do <br /> Page 20 of 118 <br />
