SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> c) In non-urbanized areas,substantially degrade the existing visual character or quality <br /> of public views of the site and its surroundings? (Public views are those that are <br /> experienced from publicly accessible vantage point). If the project is in an urbanized <br /> area,would the project conflict with applicable zoning and other regulations governing <br /> scenic quality? <br /> Less than significant impact.The project site is located in an urbanized area supporting <br /> commercial and residential uses. Currently, the project site is zoned Al and is designated by the <br /> General Plan as OS. The proposed project would include a zone change to rezone the project site to <br /> C2, as well as a GPA to redesignate the project site as GC, both of which allow for operation of a <br /> parking lot. The proposed parking lot would continue to serve the zoo with overflow capacity and <br /> would therefore be consistent with the surrounding land uses and zoning with respect to scenic <br /> quality as it would enhance an existing parking lot with paving, striping, EV charging, and updated <br /> landscaping.As such, the proposed project would not conflict with applicable zoning and other <br /> regulations pertaining to scenic quality and impacts would be less than significant. <br /> d) Create a new source of substantial light or glare which would adversely affect day or <br /> nighttime views in the area? <br /> Less than significant impact. The proposed project would include standard parking lot lighting, <br /> which would not exceed 35 feet in height and would be directed downward and shielded to avoid <br /> glare, as per Section 9.7 in the City's Commercial Design Guidelines.13 As the proposed project would <br /> be in compliance with City regulations regarding new sources of nighttime lighting, the proposed <br /> parking lot lighting would not adversely affect day or nighttime views in the area.
