SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> Cultural Resources <br /> Would the project: <br /> a) Cause a substantial adverse change in the significance of a historical resource as <br /> pursuant to Section 15064.5? <br /> No impact. Results from the SCCIC indicate that no historical resources have been recorded within <br /> the project site; however, three historic built environment resources have been recorded within the <br /> 0.5-mile search radius of the project site. In addition, the pedestrian survey failed to identify any <br /> historical resources within the project site. Furthermore, a review of 29 historic aerial photographs <br /> depicting the project site from 1946 to 2022 indicate that the project site remained undeveloped. The <br /> project site does not contain any buildings, structures, or objects that could potentially qualify as <br /> historical resources under CEQA. Therefore,there would be no impact related to historical built <br /> environment resources. <br /> b) Cause a substantial adverse change in the significance of an archaeological <br /> resource pursuant to Section 15064.5? <br /> Less than significant impact with mitigation incorporated. Results from the SCCIC indicate that <br /> there are no pre-contact archaeological resources located within the project boundaries, or the 0.5- <br /> mile radius. In addition, the pedestrian survey failed to identify any archaeological resources. While <br /> there are no known archaeological resources within the project site, it is possible that earthmoving <br /> activities associated with project construction could encounter previously undiscovered <br /> archaeological resources.Archaeological resources can include but are not limited to stone, bone, <br /> wood, or shell artifacts or features, including hearths and structural elements. Damage or destruction <br /> of these resources would be a potentially significant impact. Implementation of MM CUL-1 would <br /> ensure that this potential impact is reduced to a less than significant level.As such, the proposed <br /> project would not cause a substantial adverse change in the significance of an archaeological <br /> resource pursuant to Section 15064.5 with the implementation of MM CUL-1. Impacts would be less <br /> than significant with mitigation incorporated. <br /> c) Disturb any human remains, including those interred outside of formal cemeteries? <br /> Less than significant impact with mitigation incorporated.As noted above, results from the <br /> SCCIC and pedestrian survey failed to locate or identify any human remains andlor cemeteries. The <br /> potential for the disturbance of any human remains is considered low. While it is unlikely that the <br /> presence of human remains exists within or near the project site, there is always the possibility that <br /> subsurface construction activities associated with the proposed project, such as grading or trenching, <br /> could potentially damage or destroy previously undiscovered human remains. <br /> In the event of the accidental discovery or recognition of any human remains, CEQA Guidelines <br /> Section 15064.5, Health and Safety Code Section 7050.5, and Public Resources Code Sections <br /> 5097.94 and 5097.98 must be followed.
