SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> General Plan <br /> The City has established the following goals and implementation measures that are applicable to the <br /> proposed project and that are designed to prevent significant increases in noise levels in the <br /> community and to minimize the adverse effects of currently-existing noise sources: <br /> Goal N-2 Noise Generators—Reduce the impact of known sources of noise and vibration. <br /> Implementation Action 2.1—Alternative Paving: Evaluate the use of alternative paving materials <br /> that can reduce traffic noise, as feasible, depending on roadway conditions and cost-efficiency. <br /> Code of Ordinances <br /> The Municipal Code contains Noise Control Ordinances in Article VI of Chapter 18, Health and <br /> Sanitation. Sections of the Municipal Code that are applicable to the proposed project are <br /> summarized below. <br /> Municipal Code Section 18-312 establishes exterior noise standards, limiting noise levels at receiving <br /> residential homes to 55 dBA during the daytime hours between 7:00 a.m. and 10:00 p.m. and 50 dBA <br /> during the nighttime hours between 10:00 p.m. and 7:00 a.m. Noise generation at any location within <br /> the City, when measured on any other residential property, must not exceed the following: <br /> 1. The above noise standard for a cumulative period of more than 30 minutes in any hour; or <br /> 2. The noise standard plus 5 dBA for a cumulative period of more than 15 minutes in any hour; or <br /> 3. The noise standard plus 10 dBA for a cumulative period of more than 5 minutes in any hour; or <br /> 4. The noise standard plus 15 dBA for a cumulative period of more than 1 minute in any hour; or <br /> 5. The noise standard plus 20 dBA for any period of time. <br /> If the ambient noise level exceeds any of the first four noise limit categories above, the cumulative <br /> period applicable to that category shall be increased to reflect the ambient noise level. If the ambient <br /> noise level exceeds the fifth noise limit category, the maximum allowable noise level under that <br /> category shall be increased to reflect the maximum ambient noise level. <br /> Section 18-313 establishes interior noise standards, limiting noise levels at receiving residential <br /> homes to 55 dBA during the daytime hours between 7:00 a.m. and 10:00 p.m., and 45 dBA during the <br /> nighttime hours between 10:00 p.m. and 7:00 a.m. Noise generation at any location within the City of <br /> Santa Ana, when measured within any other dwelling unit on any residential property, must not <br /> exceed the following: <br /> 1. The interior noise standard for a cumulative period of more than 5 minutes in any hour; or <br /> 2. The interior noise standard plus 5 dBA for a cumulative period of more than 1 minute in any <br /> hour; or <br /> 3. The interior noise standard plus 10 dBA for any period of time. <br /> If the ambient noise level exceeds any of the first two noise limit categories above, the cumulative <br /> period applicable to that category shall be increased to reflect the ambient noise level.
