Approve the Warner Avenue Improvements and Widening Project from Main Street to Grand Avenue <br />DISCUSSION <br />This action will complete the environmental phase of the Warner Avenue Improvements and Widening <br />Project from Main Street to Grand Avenue (Exhibit 1). The approval of the Final Environmental Impact <br />Report ( FEIR) (Exhibit 2) will allow the City to pursue funding to complete right -of -way work in preparation <br />for the construction phase of the project, Pending approval of the FEIR, staff will seek Measure M2 <br />Competitive funding in the upcoming call for projects that is tentatively scheduled for October 2015, <br />Warner Avenue is a regionally significant arterial roadway providing east -west travel through the City, The <br />existing conditions between Main Street and Grand Avenue have several unsafe features, including <br />uncontrolled left turns, insufficient access to standards pursuant to the Americans with Disabilities Act (ADA), <br />and no bike lanes, There Is also substantial congestion during peak perlods, and the level of service will <br />worsen as traffic volumes increase as a result of the Tustin Legacy project and other factors, <br />The City is proposing to Improve Warner Avenue from Maln Street to Grand Avenue by adding sidewalks, <br />bike lanes, undergrounding utilities; and widening the roadway from existing four lanes to six lanes. In <br />addition to the on- street dedicated bike lanes ( Class 11) and ADA- oompliant sidewalks, the proposal also <br />includes a raised landscape median and a landscaped parkway buffer, both with drought tolerant plants, <br />75B -1 <br />EXHIBIT 4 <br />  <br />  <br />City Council 15 – 87 4/21/2026
