Award a Construction Contract to Doja, Inc. for the Construction of the 10th and Flower <br />Park and 10th and Flower Stormwater Capture Projects <br />April 21, 2026 <br />Page 3 <br />5 <br />6 <br />9 <br />3 <br />Grant Funding <br />Staff submitted two successful grant applications for the construction of a new park at <br />10th and Flower Streets along with funding for water quality improvements at the same <br />location. In November 2024, the Orange County Transportation Authority (OCTA) <br />awarded the City $600,000, under the Tier 1 Environmental Cleanup Program, for the <br />Stormwater Capture Project (No. 22-6601). Subsequently, in September 2025, the City <br />received a grant from the State of California, Natural Resources Agency, Land and <br />Water Conservation Program, in the amount of $2,250,000 for the 10th and Flower Park <br />Project (No. 26-6642). The State grant requires a 50% match which will be funded out <br />of the Park Acquisition and Development Fund. The grant also requires that this project <br />be completed by September 9, 2030. <br /> <br />Project Advertisement and Contractor Procurement <br />To provide an opportunity for local vendors to submit bids, the City notified a total of <br />1,839 regional vendors via PlanetBids, many of which are Santa Ana based. <br />Furthermore, staff specifically reached out to Santa Ana vendors to encourage their <br />participation in bids. A total of nine bids were received. Two bids were received from <br />Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on November 26, 2025 and December 3, 2025. The project was also <br />advertised in PlanetBids from November 26, 2025 to December 23, 2025. Bids were <br />received electronically via PlanetBids on December 23, 2025.
