EXHIBIT 2 <br /> A=COM <br /> 3.0 EXISTING CONDITIONS <br /> This section presents an overview of the existing roadway system, transit network, and <br /> pedestrian/bicycle facilities within the study area and the methodology used to determine <br /> existing traffic volumes. <br /> 3.1 Existing Roadway System <br /> Key roadway facilities within the project study area are described below. The discussion <br /> presented here focuses on roadways that are approaches to the study intersections or <br /> roadways that are directly affected by the proposed project. <br /> • Santa Ana Boulevard: Santa Ana Boulevard is an east-west road classified by the <br /> City of Santa Ana General Plan Circulation Element (Circulation Element) as a <br /> Primary Arterial east of Santiago Street to the 1-5 Freeway. The segment between <br /> Santiago Street and the 1-5 currently provides six lanes (three travel lanes in each <br /> direction). Parking is prohibited along this segment, and the posted speed limit is <br /> 35 miles per hour (mph). <br /> • Santiago Street: Santiago Street is a north-south two-lane divided roadway south <br /> of Washington Avenue. It is classified as a Secondary Arterial per the City's <br /> Circulation Element. On-street parking is generally allowed on Santiago Street <br /> north and south of Santa Ana Boulevard. The speed limit is 25 mph. Santiago <br /> Street becomes Penn Way north of Washington Avenue up to 17th Street. <br /> • Civic Center Drive: Civic Center Drive is a four-lane divided east-west road <br /> classified as a Secondary Arterial on the Circulation Element between Fairview <br /> Street and French Street. East of French Street, it is classified as a local road and <br /> has one travel lane in each direction. Parking is prohibited along Civic Center <br /> Drive, and the posted speed limit is 35 mph west of French Street. <br /> • Logan Street: Logan Street is a two-lane undivided north-south road and is <br /> designated as a Local Street per the Circulation Element. At the intersection of <br /> Logan Street with Santa Ana Boulevard Oust west of the Metrolink crossing), <br /> Logan Street is accessed via a right-turn in/right-turn out only configuration. As <br /> part of the proposed project, this connection will be terminated by providing a cul- <br /> de-sac north of Santa Ana Boulevard. On-street parking is allowed on Logan <br /> Street. The speed limit is 25 mph. <br /> • Fuller Street-Fruit Street: Fuller Street-Fruit Street is a two-lane undivided north- <br /> south roadway and intersects Santa Ana Boulevard just east of the Metrolink <br /> crossing. On-street parking is provided on Fuller Street north and south of Santa <br /> Ana Boulevard. The project proposes to utilize the east/west portion of Fruit Street <br /> as a detour route to connect to Grand Avenue during the final construction phase. <br /> • 1-5 Freeway: Interstate 5 (Santa Ana Freeway) provides primary north-south <br /> regional access to Santa Ana Boulevard.
