The intersection of Grand Avenue/Santa Ana Boulevard also <br /> provides an entrance to the 1-5 southbound high-occupancy vehicle (HOV) lane, <br /> and has an exit ramp from the 1-5 northbound HOV lane.. <br /> • Grand Avenue: Grand Avenue is generally a north-south four-lane divided <br /> roadway. It is classified by the Circulation Element as a Major Arterial. Parking is <br /> prohibited along Grand Avenue, and the posted speed limit is 40 mph. <br /> 3.2 Existing Traffic Volumes <br /> Vehicle turning movement counts were collected at the study intersections on Wednesday <br /> May 11, 2011 by Counts Unlimited, Inc. during the AM (7:00 AM— 9:00 AM) and PM (4:00 <br /> PM — 6:00 PM) peak periods. The peak hour volume used in the analysis was the highest <br /> single hour of traffic during each of the peak periods. Detailed vehicle turning movement <br /> data are included in Appendix A. The existing weekday AM and PM peak hour volumes <br /> at the study area intersections are shown on Figure 4. <br /> 3.3 Existing Intersection LOS <br /> A level of service analysis was conducted to evaluate existing intersection operating <br /> conditions during the weekday AM and PM peak hours. Table 4-1 summarizes the <br /> existing level of service at the study area intersections.
