EXHIBIT 2
A=COM
As shown in Table 4-1, all study area intersections currently operate at acceptable LOS
with the exception of:
• Fuller Street/Santa Ana Boulevard: LOS F in both the AM and PM peak hours
It should be noted that this location experiences significant delays on the minor street
approach (Fuller Street) due to the high volume on Santa Ana Boulevard that is not
required to stop. Utilizing the Federal Highway Administration's (FWA) Manual on Uniform
Traffic Control Devices (MUTCD) Signal Warrant 3 (Peak Hour Warrant), this location
does not warrant a signal under existing conditions. The signal warrant worksheets are
included in Appendix C.
3.4 Existing Transit Facilities
The OCTA is the main transit service provider in Orange County, and it offers a wide
range of services including an extensive network of fixed-route transit service throughout
Orange County. SARTC is located just south of the proposed project on the southeast
corner of Santiago Street/Santa Ana Boulevard. It serves as a transfer point for OCTA
buses, Metrolink, and Amtrak.
The following OCTA bus routes directly serve the proposed project area:
• Route 59 (Anaheim to Irvine via Kraemer Boulevard/Glassell Street/Grand
Avenue/Von Karman Avenue): Local fixed-route service that operates along Santa
Ana Boulevard in the study area with service provided every 20 minutes.
• Route 83 (Anaheim to Laguna Hills via 1-5 Freeway/Main Street): Local fixed-route
service that operates along Santa Ana Boulevard within the study area. Service
frequency varies from 20 to 35 minutes.
• Route 206 (Santa Ana to Lake Forest Express via 1-5 Freeway): Intracounty
express route that operates along Santa Ana Boulevard within the study area, with
service every 30 minutes.
• Route 462 (The Depot at Santa Ana to Civic Center via Santa Ana Boulevard/Civic
Center Drive): Stationlink Metrolink rail feeder route service that operates along
Santa Ana Boulevard and Civic Center Drive within the study area, with service
every 15 minutes.
• Route 463 (The Depot at Santa Ana to Hutton Centre via Grand Avenue):
Stationlink Metrolink rail feeder route service that operates along Santa Ana
Boulevard and Grand Avenue within the study area, with service every 15 minutes.
• Route 464 (The Depot at Santa Ana to Costa Mesa via 5 Fwy/55 Fwy/Sunflower
Avenue): Stationlink Metrolink rail feeder route service that operates along Santa
Ana Boulevard within the study area, with service every 15 minutes.
Traffic/Circulation Study—Final May 18,2012
