It is not intended to be used additively with intersection <br /> performance characteristics. <br /> Safety Assessment Criteria <br /> The most widely used measure of rail safety at at-grade crossings is known as the hazard <br /> index. This index is intended to identify the relative estimated hazard among the crossing <br /> included in this analysis. It is neither intended to specifically identify high or low probability <br /> of accidents, nor is it meant to predict rail/vehicular traffic accidents due to an increase in <br /> train activity in the future. <br /> The following equation best fit the composite arithmetic average of all the rankings as <br /> determined by the eleven different hazard index formulae and has been accepted for use <br /> as part of the CPUC's Field Inspection Checklists: <br /> H = (V * T * Pf) / 1000 <br /> Where: <br /> H = the calculated hazard index <br /> V = the average 24-hour vehicular traffic volumes (ADT) <br /> T = the average 24-hour train volume <br /> Pf = the protection factor (0.11 for automatic gates) <br /> CPUC Priority Index Number Formula <br /> In order to assist the California Transportation Commission (CTC) and the California <br /> Department of Transportation (Caltrans) to allocate limited available funds to the program <br /> for assisting local governments in financing grade separation or crossing elimination <br /> projects, the CPUC has established the highway-rail Grade Separation Priority List <br /> formula to rank the at-grade crossings in order to prioritize their need for improvement. <br /> For the Santa Ana Boulevard at-grade crossing, a priority index number was calculated <br /> using the Priority Index Formula (at-grade crossing nominated for separation or <br /> elimination) below: <br /> P = V* (T + 0.1*LRT) * (AH+1) + SCF <br /> C <br /> Where: <br /> P = priority index number <br /> V = average 24-hour vehicular traffic volumes (1 point per vehicle) <br /> T = average 24-hour train volume (1 point per train) <br /> Traffic/Circulation Study—Final May 18,2012 <br />
