EXHIBIT 2 <br /> A=COM <br /> As shown in Table 8-1, all study area intersections are forecast to operate at acceptable <br /> LOS with addition of the project with the exception of: <br /> • Fuller Street/Santa Ana Boulevard: Continues to operate at LOS F in both the AM <br /> and PM peak hours <br /> However, this location would operate at LOS F without the project; therefore, the <br /> additional delay (less than the 1% threshold of significance) with the project would not <br /> constitute a significant impact. <br /> As previously discussed, this location does not meet the signal warrant criteria under <br /> Existing conditions. Since the project would not add any traffic to the minor street <br /> approach (Fuller Street), a traffic signal would still not be warranted under Existing plus <br /> Project conditions. <br /> At all other locations, the project would result in minimal changes to the ICU values or the <br /> average delays per vehicle. Overall, the project would not result in any significant traffic <br /> impacts under Existing plus Project conditions. <br /> Access to the current train station and the Fuller Street-Fruit/Santa Ana Boulevard <br /> intersection would not be affected by the addition of the project to existing conditions. <br /> 8.0 OPENING YEAR PLUS PROJECT CONDITIONS <br /> This section analyzes the geometric improvements as part of the project, coupled with the <br /> redistribution of traffic due to the termination of Logan Street under Opening Year (2016) <br /> traffic conditions. Figure 8 shows the resulting Opening Year (2016) AM and PM peak <br /> hour traffic volumes at the study area intersections. <br /> 8.1 Opening Year Plus Project Levels of Service <br /> A level of service analysis was conducted to evaluate Opening Year (2016) intersection <br /> operating conditions during the weekday AM and PM peak hours with the proposed <br /> project.
