EXHIBIT 2 <br /> Enclosure <br /> Grade Crossing Application Summary for THR-000959 <br /> (For crossings that are considered for the calculation of the Quiet Zone Risk Index) <br /> All Crossings: <br /> FRA encourages the City to provide additional traffic control devices (such as signage, <br /> pavement markings, etc.) and vegetation control as needed to encourage proper traffic <br /> movements for vehicles and/or pedestrians at or across the tracks. <br /> NOTE: The City has provided the Annual Average Daily Traffic (AADT) counts for 2009 <br /> and 2011, but requested that FRA consider approval of this application with the 2009 counts. <br /> The City believes that the lower 2011 AADT reflected a temporary economic downturn in <br /> the area of the proposed quiet zone, but that the 2009 AADT provided a more accurate traffic <br /> count, and accounted for traffic once the area's economic "climate"returned to a more stable <br /> status. FRA notes that using the City's 2009 AADT data provides a higher risk index related <br /> to the application, and will allow a one-time allowance for the use of this data, without <br /> establishing precedent for any future applications. <br /> Crossing Number 026702V (Santa Ana Boulevard) <br /> The City proposes a 100-foot non-traversable median curb on the north and south of the <br /> crossing. The City views this crossing treatment as an.SSM with an effectiveness rate of <br /> 0.80, which FRA finds consistent with the information provided. <br /> Crossing Number 026703C (4th Street) <br /> The City proposes a 100-foot non-traversable median curb east of the crossing, and <br /> entrance and exit gates with vehicle presence detection west of the crossing. The City <br /> views this crossing treatment as an ASM with an effectiveness rate of 0.79. FRA has <br /> determined that an effectiveness rate of 0.667 is more appropriate, given the existence of <br /> a commercial driveway in the southeast quadrant of the crossing that vehicles may use to <br /> access the crossing. The City is encouraged to use signage and/or engineering design <br /> features (e.g., "porkchop," curbing, etc.) as needed at or near the driveway to assist <br /> motorists with the proper inbound and outbound movements near the crossing. <br />
