EXHIBIT 2 STATE OF CALIFORNIA ARNOLD SCHWARZENEGGER, Governor PUBLIC UTILITIES COMMISSION 515 L Street,Suite 1119 pf Sacramento,CA 95814 6Ywt July 20, 2009 File Number: G.09-07-003 Orange Subdivision— Santa Ana Blvd City of Santa Ana, County of Orange Ron Mathieu Manager, Rail Corridor C&E SCRRAJMetrolink 700 South Flower Street, 26`h Floor Los Angeles, CA 90017-4101 Re: General Order 88-B Request for Authority to alter and modify the At-Grade Crossing of Southern California Regional Rail Authority / Metrolink Orange Subdivision tracks and iantta Ana Blvd in the City of Santa Ana, County of Orange Dear Mr. Mathieu: This refers to your letter, dated May 28, 2009 (received June 9, 2009) requesting authorization, pursuant to California Public Utilities Commission (CPUC) General Order (GO) 88-B, to alter the existing at-grade crossing of Southern California Regional Rail Authority / Metrolink (SCRRA/Metrolink) Orange Subdivision tracks and Santa Ana Blvd (CPUC Crossing Number 101 OR-17 5.10 and DOT Number 026702V) in the City of Santa Ana(City), County of Orange. Santa Ana Blvd is an East-West roadway located south of 17th Street, Santa Ana Blvd intersects the SCRRA/Metrolink tracks west of Grand Avenue. There are two mainline tracks through this crossing. The Santa Ana Metrolink Station is adjacent to this crossing. The proposed alterations to the Santa Ana Blvd crossing, as indicated in the request letter and/or shown on the plans shall. consist of: • Installation of pedestrian treatments, including automatic pedestrian gates and emergency exit swing gates, detectable warning strips, handrails and fencing on all sidewalk approaches; Upgrade southwest quadrant CPUC Standard 9 to CPUC Standard 9-A; • Installation of concrete walkway to the Metrolink station in the southeast quadrant; • Installation of queue-cutter traffic signal for westbound traffic; • Installation of 4-in travel lane and edge lines over tracks and through the crossing;
