RESOLUTION NO. 2026-008 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA AUTHORIZING THE AGREEMENT BETWEEN <br /> CORPORAL PATRICK MARSHALL AND THE CITY OF <br /> SANTAANA RELATING TO THE PURCHASE OF A POLICE <br /> K-9 <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br /> FOLLOWS: <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines, <br /> and declares as follows: <br /> A. WHEREAS, Corporal Patrick Marshall ("Officer") is a police officer with the <br /> Santa Ana Police Department ("SAPD") and was assigned to the Canine Unit <br /> as a K-9 officer; and <br /> B. WHEREAS, The Santa Ana Police Department Narcotics Unit utilizes a <br /> narcotics detection dog trained to assist with narcotics investigations, serving <br /> as a valuable tool in narcotics interdiction efforts including narcotics <br /> investigations, car stops, and search warrant service to help officers and <br /> detectives locate and seize narcotics during criminal investigations; and <br /> C. WHEREAS, the police narcotics detection dog performs public relations <br /> activities that enhances the Police Department's community engagement <br /> efforts. During public events, community members are able to "meet and greet" <br /> the police narcotics detection dog and observe simulations of narcotics finds; <br /> and <br /> D. WHEREAS, the City assigned a dog named Poppy to be used in the K-9 Unit <br /> and Poppy was assigned to Officer; and <br /> E. WHEREAS, Poppy served SAPD for approximately 5 years as a narcotics <br /> detection dog and is now 8 years old; and <br /> F. WHEREAS, the average retirement age for a narcotics detection dog is 8-10 <br /> years old and due to her age and current physical condition, it would be <br /> impractical to reassign Poppy or place her back in service; and <br /> G. WHEREAS, Officer has requested permission to purchase Poppy; and the City <br /> is agreeable to selling Poppy to Officer due to their relationship. <br /> Section 2. The City has declared Poppy to be surplus property and due to the <br /> nature of Officer's relationship with Poppy, the City Council authorizes the City Manager <br /> to enter into an Agreement with Officer on behalf of the City to sell Poppy for $1.00 (one- <br /> dollar) under terms and conditions acceptable to the City Attorney. <br /> Resolution No. 2026-008 <br /> Page 1 of 2 <br />
