City Attorney Sonia Carvalho stated there is a State Mobile Home Residency Law which <br /> is administered by the State Department called Housing and Community Development <br /> (HCD), summarized the work City staff has done regarding the Coach Royal Mobile <br /> Home situation, and advised her staff can provide a brief on various tenant situations. <br /> City Manager Alvaro Nunez reported that staff has been in contact with Supervisor <br /> Sarmiento and Assembly Member Valencia's office regarding the situation, noted that <br /> there are limits to the assistance public agencies can provide. <br /> The following speaker addressed City Council via teleconference: <br /> 18.Erlinda Yabuki spoke regarding industrial zone pollution in the City and urged the <br /> council to invest in comprehensive assessment of the City's environmental health. <br /> 19. Victor Mendez spoke regarding the Item 10, Measure X, and in support of item 27 <br /> 20. Yezenia Marrujo (translation: Spanish) spoke regarding pollution in the City, the <br /> City's zoning code, environmental justice protections, requested community updates <br /> on the Zoning Code update, demanded 77 issues of environmental justice be <br /> included in the rezone, a complete copy of the re-zone draft, and community <br /> engagement. <br /> 21.Sandra De Anda spoke regrading Agenda Item 27 urged the council the table the <br /> item, conduct a comprehensive study of AB 645, and engage in community <br /> outreach. <br /> 22.Emilio Ramirez spoke in opposition to Agenda Item No. 20 and expressed concern <br /> regarding Agenda Item No. 27. <br /> CONSENT CALENDAR <br /> RECOMMENDED ACTION: Approve staff recommendations on the following <br /> Consent Calendar Items: 7 through 24 and waive reading of all resolutions and <br /> ordinances. <br /> MINUTES: At 8.47 P.M., the Consent Calendar was considered. <br /> MayorAmezcua pulled Agenda Item No. 23 forseparate discussion and consideration. <br /> Councilmember Vazquez pulled Agenda Item No. 10 for separate discussion and <br /> consideration. <br /> Councilmember Bacerra pulled Agenda item No. 13 for separate discussion and <br /> consideration. <br /> Councilmember Phan recused herself from Agenda Item No. 19 as the listed entity, All <br /> American Asphalt, is a client of her employer, Rutan and Tucker. <br /> CITY COUNCIL 7 APRIL 21, 2026 <br />
