INSURANCE ON FILE A-2D26-052 <br /> J0 , iAT,'rPCCEEC <br /> CITY <br /> DO' MAY 0 7 2026 <br /> o Fi f(R) AGREEMENT WITH ELITE COMMAND TRAINING CORPORATION TO PROVIDE <br /> M.tmrenson(uz) L-960 ALL HAZARDS POSITION SPECIFIC DIVISION/GROUP SUPERVISOR <br /> TRAINING SERVICES FOR THE URBAN AREA SECURITY INITIATIVE (UASI) <br /> GRANT PROGRAM <br /> THIS AGREEMENT is made and entered into on this 215t day of April, 2026 by and <br /> between Elite Command.Training Corporation,a Washington Corporation,("Contractor"),and the <br /> City of Santa Ana, a charter city and municipal corporation organized and existing under the <br /> Constitution and laws of the State of California("City"). <br /> RECITALS <br /> A. On December 23, 2025, the City issued Request for Proposal No. 25-151A ("RFP") <br /> seeking a contractor to provide L-960 All Hazards Position Specific Division/Group <br /> Supervisor Training for the Urban Area Security Initiative (UASI)grant program. <br /> B. These courses are in support of the Anaheim/Santa Ana Urban Area ("ASAUA") <br /> Homeland Security Regional Training and Exercise Program and will be funded by a grant <br /> awarded to the City by the United States Department of Homeland Security's Urban Areas <br /> Security Initiative ("UASI") and administered by SAPD. The ASAUA consists of the <br /> incorporated cities in Orange County and the police departments of the University of <br /> California, Irvine, California State University, Fullerton, and community colleges in the <br /> County of Orange. <br /> C. Contractor submitted a responsive proposal to the RFP and represents that it is able and <br /> willing to provide such services to the City, pursuant to the Scope of Work detailed in the <br /> RFP and attached hereto as Exhibit A to this Agreement. <br /> D. In undertaking the performance of this Agreement, Contractor represents that it is <br /> knowledgeable in its field and that any services performed by Contractor under this <br /> Agreement will be performed in compliance with such standards as may reasonably be <br /> expected from a professional consulting firm in the field. <br /> NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br /> terms and conditions hereinafter set forth,the parties agree as follows: <br /> 1. SCOPE OF SERVICES <br /> Contractor shall perform during the term of this Agreement, the tasks and obligations <br /> including all labor, materials, tools, equipment, and incidental customary work required to fully <br /> and adequately complete the services described and set forth in Exhibit A, attached hereto and <br /> incorporated by reference. <br /> 2.
