2025 URBAN WATER MANAGEMENT PLAN <br /> MAY 2026/FINAL DRAFT/CAROLLO <br /> 9.1.1.3 Conservation Staff <br /> The City's water conservation programs are funded by the water ratepayers.The conservation program <br /> efforts are factored into the City's existing and future water rates as currently adopted.The following staff <br /> positions support conservation program efforts. <br /> Water Service Quality Coordinator <br /> The City's Water Service Quality Coordinator, a position created in 1991, acts as the water conservation <br /> coordinator.The conservation coordinator is responsible for conservation program activities and acts as a <br /> liaison with MWDOC, MET, California Water Efficiency Partnership (CalWEP), and others.The City's <br /> conservation coordinator's duties include the following: <br /> ■ Administer the contracts that the City has with MET and MWDOC regarding rebate programs. <br /> ■ Conduct surveys at the request of residential and business customers (or designate a staff member to <br /> do so). <br /> ■ Coordinate with other agencies and public groups' displays on conservation information and provide <br /> free water conservation materials to the public. <br /> ■ Monitor the recycled water program for the City. <br /> ■ Administer the City's education program using contractors or staff to educate children of City schools <br /> or other locations. <br /> Water Conservation Specialist <br /> The Water Conservation Specialist acts as supporting staff to the Water Service Quality Coordinator.The <br /> Specialist develops, implements, coordinates, and monitors water conservation related programs, projects, <br /> and activities, represents the City regarding conservation issues, and works with customers and staff to <br /> reduce the City's water demand. Common duties include the following: <br /> ■ Monitor water conservation program participation and metrics; assist in managing program <br /> schedules, budgets, and consultant resources; and help coordinate related contracts, agreements, and <br /> purchase orders. <br /> ■ Perform a variety of customer service functions related to water use efficiency including educating <br /> customers regarding water usage, water conservation, and incentive and rebate programs. <br /> ■ Develop water usage and conservation content; prepares and disseminates informational materials for <br /> outreach efforts; participates in presentations at community events. <br /> ■ Serves as liaison between the City and other agencies and organizations to coordinate water <br /> conservation and water use efficiency efforts. <br /> 9.1.1.4 Water Waste Prevention Ordinances <br /> The City Council adopted the Water Conservation Program Ordinance No. NS-3016 in April 2022. <br /> Ordinance No. NS-3016 reenacts the City's Water Conservation Code (Chapter 39 of Article VI),which <br /> establishes permanent water conservation requirements and prohibitions against water waste that are <br /> effective at all times (not dependent upon a water shortage for implementation). <br /> CITY OF SANTA ANA <br />
