2025 URBAN WATER MANAGEMENT PLAN <br /> MAY 2026/FINAL DRAFT/CAROLLO <br /> Program 1 <br /> Smart Timers(Res.) 34 18 15 24 13 <br /> Smart Timers(Comm.) 0 2 0 6 0 <br /> Rain Barrels 6 0 9 5 5 <br /> Recycled Water Onsite Retrofits 0 0 0 0 0 <br /> ®3 MWDOC Demand Management Implementation Assistance <br /> Programs <br /> To help facilitate implementation of DMMs throughout Orange County, MWDOC's wholesale efforts focus <br /> on the following three areas: (1) State Water Conservation Compliance Assistance (e.g., Conservation <br /> Framework and Non-Functional Turf); (2) Regional Rebate Programs and Local Program Assistance; and <br /> (3) Research and Evaluation.This both complies with and goes beyond the foundational BMPs of utility <br /> operations programs requirements. <br /> state Water Conservation Compliance Assistance <br /> To support Orange County retailers with compliance with SB 606 and AB 1668, MWDOC is providing <br /> multi-level support to assist agencies in meeting the primary goals of the legislation, including to use <br /> water more wisely and to eliminate water waste. Beginning in 2023, urban water suppliers were required <br /> to calculate and report their annual UWUO, submit validated water audits annually, and implement and <br /> report BMP CII performance measures. <br /> MWDOC offers Orange County water suppliers a Conservation Framework Technical Assistance Program <br /> (TAP) and Meter Area Measurements Program to assist them with compliance with the Conservation <br /> Framework. <br /> 9.3.1.1 Conservation Framework Technical Assistance Program (TAP) <br /> This program provides Orange County water suppliers with support on tasks that are required as part of <br /> the Conservation Framework. An agency may opt in to receive support with any of the following: <br /> ■ Readiness Assessment - perform a retailer-specific readiness assessment, including task <br /> recommendations and pricing to help retail agencies understand what areas need to be addressed. <br /> ■ Conservation Framework Compliance Plan - create a customized Framework Compliance Plan that <br /> outlines (1)what the retailer needs to do to prepare for compliance; and (2) what needs to be <br /> implemented to achieve the water savings necessary to comply with the Urban Water Use Objective. <br /> ■ Annual Report Compilation and Data Management - support the retailer with Annual Report <br /> preparation and assistance; and organize and manage data needed to comply with the reporting <br /> requirements of the regulation. <br /> ■ CII Account Classification - classify CII customer accounts according to the regulation requirements <br /> and create a guidance plan to keep classifications at 95 percent (or higher). <br /> CITY OF SANTA ANA <br />
