2025 URBAN WATER MANAGEMENT PLAN <br /> MAY 2026/FINAL DRAFT/CAROLLO <br /> EXECUTIVE SUMMARY <br /> Introduction and UWMP Overview <br /> The City of Santa Ana (City) prepared this 2025 Urban Water Management Plan (UWMP) to submit to the <br /> California Department of Water Resources (DWR) to satisfy the UWMP Act of 1983 (UWMP Act or Act) <br /> and subsequent California Water Code (Water Code) requirements. UWMPs are comprehensive <br /> documents that present an evaluation of a water supplier's reliability over a long-term horizon (20- to <br /> 25-year).This 2025 UWMP provides an assessment of the present and future water supply sources and <br /> demands within the City's service area. It presents an update to the 2020 UWMP on the City's water <br /> resource needs,water use efficiency programs,water reliability assessment, and strategies to mitigate <br /> water shortage conditions. It also presents the City's updated 202S Water Shortage Contingency Plan <br /> (WSCP), designed to prepare for and respond to water shortages.This 2025 UWMP contains all elements <br /> required by the UWMP Act. <br /> UWMP Preparation <br /> The City coordinated the preparation of this 2025 UWMP with other key entities, including the <br /> Metropolitan Water District of Southern California (MET), the regional wholesaler for Southern California <br /> and the direct supplier of imported water to the City, the Municipal Water District of Orange County <br /> (MWDOC), the regional wholesaler of imported water for Orange County, and the Orange County Water <br /> District (OCWD), Orange County Groundwater Basin (OC Basin) manager and provider of recycled water in <br /> north Orange County.The City also coordinated with other entities,which provided valuable, regionally <br /> consistent data for the analyses prepared in this UWMP, such as population projections from the Center <br /> for Demographic Research (CDR) at California State University, Fullerton, and the Orange County Water <br /> Demand Projection Model Technical Memorandum (TM). <br /> System Description <br /> Governed by a non-partisan seven-member City Council, the City of Santa Ana is one of the oldest cities <br /> in Orange County, incorporated in 1886, and became an original member agency of MET on February 27, <br /> 1931. <br /> The Public Works Agency(PWA) Water Resources Division oversees and maintains the daily operations of <br /> the City's water system. The City's water service area covers 27.5 square miles and includes the City of <br /> Santa Ana and small neighborhoods in the City of Orange and Garden Grove. The water system is <br /> comprised of approximately 480 miles of water main, 21 groundwater wells, 7 pump stations, 10 reservoirs <br /> with a storage capacity of 49 million gallons,4 pressure regulating stations, and 7 connection points to <br /> the MET conveyance system.The system has an average demand of 30 million gallons per day(mgd) from <br /> its roughly 45,810 metered service connections. <br /> CITY OF SANTA ANA <br />
