If a Vendor/Bidder that would otherwise <br /> be awarded a purchase,contract or agreement does not complete the certification,then the Director may determine, <br /> in accordance with applicable law and rules,that it is in the best interest of the State to award the purchase,contract <br /> or agreement to another Vendor/Bidder that has completed the certification and has submitted a bid within five(5) <br /> percent of the most advantageous bid.
