The <br /> Orange County Rapid Response Network, alongside our coalition partner ICE Out of California, is a co-sponsor of AB <br /> 1537 this legislative cycle, and we strongly support efforts to close loopholes that undermine California's sanctuary <br /> protections and erode trust between immigrant communities and law enforcement. <br /> Current California law does not prohibit individual law enforcement officers from engaging in secondary employment <br /> with Immigration and Customs Enforcement("ICE"),the Department of Homeland Security("DHS"), or private entities <br /> engaged in immigration enforcement. This loophole directly undermines the spirit and intent of the California Values Act <br /> and weakens public trust in local law enforcement. <br /> The City has long been recognized for its commitment to and protection of its immigrant communities. Supporting AB <br /> 1537 would reaffirm the City's commitment to ensuring that residents,regardless of immigration status, feel safe <br /> reporting crimes, accessing city services, and engaging with local government without fear. <br /> By supporting AB 1537,the City has the opportunity to join communities across California in advancing policies that <br /> prioritize trust,transparency, and accountability. AB 1537 offers a clear and practical solution: preventing local and state <br /> law enforcement officers from clocking in to a second job with ICE—an agency that is terrorizing communities across the <br /> country,tearing families apart,and operating with no accountability. Every day, ICE's abuses of power are spiraling <br /> further out of control. Local and state systems should not be turned into pipelines for deportation. AB 1537 reinforces <br /> those commitments by ensuring transparency and accountability. This resolution would send a strong message that the <br /> City stands firmly in support of immigrant communities and supports strengthening California's sanctuary protections. <br /> For these reasons,we respectfully urge the Santa Ana City Council to support Item 923 and adopt a resolution in support <br /> of AB 1537,the No Side Jobs for ICE Act. <br /> Sincerely, <br /> 1 <br />
