EXHIBIT 4 <br /> SCHEDULE B <br /> PROJECT ACTIVITIES <br /> 1. General Project Description. <br /> This project will fund the reconstruction of an existing rail crossing with the Southern <br /> California Regional Rail Authority (SCCRA) Orange Line double tracks at Santa Ana <br /> Boulevard, adjacent to the Santa Ana Regional Transportation Center,with a new <br /> multimodal grade separated underpass. The reconstructed roadway will be reduced from <br /> six-lanes to four-lanes with on-street protected bikeways, sidewalks, and a pedestrian <br /> overcrossing is included that parallels the rail line. <br /> 2. Statement of Work. <br /> Base Phase: Right of Way Acquisition, <br /> Option Phase 1: Construction <br /> The project will reconstruct the existing at-grade highway-rail crossing of Santa Ana <br /> Boulevard and the Southern California Regional Rail Authority Orange Line double <br /> tracks. The project will replace the existing crossing with an underpass structure and <br /> lower the roadway beneath the rail corridor. The underpass structure will be a three span <br /> steel girder bridge on concrete columns and abutments as well as concrete retaining <br /> walls. The roadway will be reconfigured to a four-lane corridor with approximately 12- <br /> foot vehicle lanes, approximately 12-foot median,approximately 6-foot protected <br /> bikeways with an approximately 3-foot landscaped buffer, and approximately 8-foot <br /> sidewalks under two of the bridge spans.The third underpass span will be used as a <br /> pedestrian plaza with landscaping and an approximately 20-foot area set aside for a future <br /> transit corridor. Additionally,the project will construct an approximately 10-foot-wide <br /> concrete pedestrian bridge parallel to the south side of the tracks over Santa Ana <br /> Boulevard. <br /> The project includes intersection modifications. The Santiago Street intersection will be <br /> reconstructed,modify the existing traffic signal, and replacing curb ramps to meet <br /> Americans with Disabilities Act(ADA) compliance. The Logan Street intersection will <br /> be closed. The Fuller Street intersection will be upgraded to include a new traffic signal, <br /> ADA compliant curb ramps, and 6-foot-wide side connecting the intersection to the Santa <br /> Ana Regional Transportation Center. <br /> The project also involves utility improvements. A stormwater pump station will be <br /> constructed in the grade separation area. Water, sewer, natural gas, and <br /> telecommunications facilities will be relocated into a utility corridor along the <br /> southbound vehicle lanes. <br /> 4of14 <br />
