3. COORDINATION The Consultant shall be fully responsible for the overall management and coordination for the project, which may include, but is not limited to project development team meetings, liaison with affected agencies, and utility companies. Prepare progress report and schedule, securing permits for all field studies and any other required permits from other agencies. Consultant shall coordinate with City of Santa Ana and its various departments (such as Development Engineering, Traffic Engineering, Water Services, Santa Ana Regional Transportation Center (SARTC), etc..), other involved agencies, private property owners, business owners and developers to ensure a compatible design and phasing of construction with existing and proposed conditions. Coordination may include, but shall not necessarily be limited to the following: • SCRRA • Public Utilities Commission(PUC) • Caltrans District 12 • Utility Companies • Orange County Transportation Authority (OCTA) including railroad ROW and bus operations • Other regional bus services • Property business owners and residents Community engagement is a critical component of this Project. The Consultant team shall responsible to coordinate and manage the community engagement component in conjunction with the City. Consultant shall prepare for, schedule, produce, and manage Community Engagement Meetings at key decision points. Provide renderings for public meetings showing the selected plan. The City anticipates four community meetings, as many as twelve one-on- one meetings with property owners and/or business owners, as well as two presentations to Infrastructure Committee, three presentations to the Planning Commission and the City Council of the design during the various progress phases. Based on input,the Consultant shall incorporate changes to the design(when possible)and present the final schematic design to the Community and City Council using colored 3D interactive viewing/navigation of project design alternatives and phases depicting overall look and feel to aide in stakeholders' and public's understanding of the proposed improvements. Consultant shall maintain positive public relations during design through an effective public information program. The 3D virtual model developed by the Consultant must have the ability to: a. Interactively view, analyze and present the Project; b. Animate simulations to depict existing and proposed conditions within the Project boundary (buildings, landscape, signage, vehicles, signals, pavement, sidewalk, striping,relevant design features); create virtual tours for public access,create 360' and
