3. COORDINATION <br /> The Consultant shall be fully responsible for the overall management and coordination for the <br /> project, which may include, but is not limited to project development team meetings, liaison <br /> with affected agencies, and utility companies. Prepare progress report and schedule, securing <br /> permits for all field studies and any other required permits from other agencies. <br /> Consultant shall coordinate with City of Santa Ana and its various departments (such as <br /> Development Engineering, Traffic Engineering, Water Services, Santa Ana Regional <br /> Transportation Center (SARTC), etc..), other involved agencies, private property owners, <br /> business owners and developers to ensure a compatible design and phasing of construction <br /> with existing and proposed conditions. Coordination may include, but shall not necessarily be <br /> limited to the following: <br /> • SCRRA <br /> • Public Utilities Commission(PUC) <br /> • Caltrans District 12 <br /> • Utility Companies <br /> • Orange County Transportation Authority (OCTA) including railroad ROW and bus <br /> operations <br /> • Other regional bus services <br /> • Property business owners and residents <br /> Community engagement is a critical component of this Project. The Consultant team shall <br /> responsible to coordinate and manage the community engagement component in conjunction <br /> with the City. Consultant shall prepare for, schedule, produce, and manage Community <br /> Engagement Meetings at key decision points. Provide renderings for public meetings showing <br /> the selected plan. The City anticipates four community meetings, as many as twelve one-on- <br /> one meetings with property owners and/or business owners, as well as two presentations to <br /> Infrastructure Committee, three presentations to the Planning Commission and the City <br /> Council of the design during the various progress phases. Based on input,the Consultant shall <br /> incorporate changes to the design(when possible)and present the final schematic design to the <br /> Community and City Council using colored 3D interactive viewing/navigation of project <br /> design alternatives and phases depicting overall look and feel to aide in stakeholders' and <br /> public's understanding of the proposed improvements. <br /> Consultant shall maintain positive public relations during design through an effective public <br /> information program. <br /> The 3D virtual model developed by the Consultant must have the ability to: <br /> a. Interactively view, analyze and present the Project; <br /> b. Animate simulations to depict existing and proposed conditions within the Project <br /> boundary (buildings, landscape, signage, vehicles, signals, pavement, sidewalk, <br /> striping,relevant design features); create virtual tours for public access,create 360' and <br />
