MARK THOHAS
March 13, 2026
Jason Gabriel, PE
CIP Engineering Manager
City of Santa Ana— Public Works Agency
20 Civic Center Plaza, M-36
Santa Ana,CA 92701
RE: Santa Ana Boulevard Grade Separation—Cost Proposal Revision 1 (Final Design)
Dear Mr. Gabriel:
Thank you again for selecting us as the top-rated firm for the grade separation. Based on
your email communication and discussions, we are resubmitting our Cost Proposal specific to
the final design elements of the contract. We will follow up with you separately on the details
related to right-of-way acquisition efforts.
For the final design efforts, we revisited our assumptions and reviewed project elements in more
detail in order to refine the levels of effort.Additionally,we refined our approach to certain items
which account for the larger reductions in efforts, as described below.
1. Metrolink Rail Bridge—Our approach with Metrolink is to conduct a workshops) soon
after the notice-to-proceed is received in order to gain concurrence on the approach to
the bridge staging concepts. This decision will be driven by Metrolink's approval of a
Limited Work Window(30 day track closure) or only allowing Absolute Work Windows
(full weekend closures). That decision will dictate the bridge type, therefore the Bridge
Type Selection document will only focus on a single structure type that works for the
staging concept.
2. Pedestrian Bridge—We have determined that the most cost-effective approach is a two-
span prefabricated structure. The aesthetics for the abutment and bents will be consistent
with the rail bridge aesthetics. Similarly, the railing on the rail bridge can also designed to
mimic the pedestrian bridge.
3. Canopy Design—The submitted effort included an entry structure, similar to the existing
condition adjacent to Santa Ana Boulevard. With the proximity of the pedestrian bridge,
we believe a cut and reface of the canopy structure will be appropriate without the entry
structure. The plans for this will be prepared for building department plan check.
4. Caltrans—In evaluating the extent of work,we are confident that we will not have any
design exceptions within their right of way and will avoid the need to modify their traffic
signal. These two tasks have been shifted to the Optional Tasks in case conditions change
in the future.
i 3<70 R CAMINC REAL SJITE 29
CA 92,,2
