3. Commit publicly to strengthening —not sunsetting —preservation enforcement, so residents and property <br /> owners have clarity. <br /> "Restore it when times are better" is not a plan. Once dismantled, the expertise, community relationships, and institutional <br /> memory that the HRC represents are gone. Rebuilding would take years, cost far more than retaining the Commission <br /> now, and leave Santa Ana vulnerable to irreversible losses of historic fabric. <br /> Santa Ana's history is not optional. The Historic Resources Commission is how the City keeps its promises to past and <br /> future generations.
