Refer to their forensic reports, documented under FR-40575, for further details. <br />SCENE <br />The incident involving Washington took place inside an elevator within the Santa Ana City Jail, located at 62 Civic <br />Center Plaza in Santa Ana. <br />Detox Cell "D1" <br />Prior to being taken to the elevator, Washington was detained in detox cell "D1," situated on the first floor, just east of <br />the booking area. <br />•Surrounding Area: <br />•A large plastic trash bin, marked with yellow police tape, extended westward from D1 toward two rows of plastic <br />chairs positioned west of the cell. <br />• The police tape encircled a mobile restraint chair near the unisex bathroom door and extended to a water <br />fountain located north of the bathroom. <br />•Restraint Chair Details: <br />•Constructed of a gray metal frame with a cushioned plastic seat and backrest. <br />•Designed with small rear wheels, a metal footrest, and handlebars covered in rubber grips. <br />•Black seat belt-style straps were woven through the handles and secured with metal buckles under the <br />armrests. <br />•Additional restraint straps were located above the footrest, between the backrest and seat, and at the top of the <br />backrest. <br />•Cell Markings and Windows: <br />•"D1" was labeled in white lettering on a metal placard (approximately 1.5 inches by 1.5 inches) affixed to the <br />SAPD Personnel:Speakman, Britain 3360 <br />Involvement:Reporting <br />SAPD Personnel:Gomez, Francisco 2706 <br />Involvement:Assisting <br />SAPD Personnel:Capacete, Justo 2998 <br />Involvement:Assisting <br />SAPD Personnel:Corona, Gerardo 3319 <br />Involvement:Assisting <br />SAPD Personnel:Villegas, Ernest 3098 <br />Involvement:Assisting <br />SAPD Personnel:Shynn, Christopher 3238 <br />Involvement:Assigned To <br />SAPD Personnel:Lemmon, Matthew 3174 <br />Involvement:Supervisor <br />Santa Ana PD 2025-01082 4 of 7
