SANTA ANA <br />Police Department <br />60 Civic Center Plaza <br />Santa Ana CA, 92701 <br />Supplemental Report <br />Case No. <br />2025-01014 <br />Incident Activity Summary: <br />Stolen/Recovered: (Report-wide) $0.00 $0.00 <br />Narrative: Narrative <br />On January 15, 2025 at 1233 hours, Officer Mondragon and I were dispatched to The Holliday Day Inn located at <br />1600 E. First Street in The City of Santa Ana, County of Orange reference a subject (Freddie Washington) defrauding <br />an innkeeper and refusing to leave the hotel room. <br />The following is my involvement in taking Freddie into custody. Several officers responded to the scene after Freddie <br />failed to comply with several commands given by Officer Mondragon and I, too walk out of the hotel room peacefully <br />and surrender. A plan was formulated to take Freddie into custody. I made entry into the room and cleared the <br />bathroom that was close to the door of the hotel room. As I cleared the bathroom, officers passed by me to take <br />Freddie into custody, which was deeper into the room. As they were attempting to take Freddie into custody, I can see <br />that Freddie was pulling away from officers. At one point, Freddie was pulling away from officers and moving in my <br />direction toward the room ’s door. Fearing that Freddie would pull away and run out of the room, I temporarily held <br />Freddie’s head down on the bed. I placed my hand on the back of Freddie’s head as he violently thrashed his body <br />and head in different directions. This was also done to prevent Freddie’s head from clashing with the Officer’s heads <br />that were in close proximity of Freddie’s head. Freddie was eventually placed in handcuffs. Freddie was still violently <br />thrashing his body telling us that he wouldn't peacefully stand up and walk out with us, so the decision was made to <br />place him in a department approved maximum restraint device, named WRAP.
