Biebrich #3570 arrived on scene to assist. <br />Suspect Contact: <br />Before making entry into Room #1007, officers coordinated a plan to apprehend Washington. My role in the <br />apprehension of Washington was to physically detain Washington. At that time, we made entry into the room, and <br />Washington was seated on a chair towards the back of the hotel room. Upon entry, there was an open door <br />immediately to the left. As officers cleared the room to the left, I approached Washington and grabbed Washington's <br />right arm. I ordered Washington to place his hands behind his back and Washington did not comply with my <br />commands. Simultaneously, Washington resisted me as I grabbed his right arm. At that time, I grabbed a hold of <br />Washington and pulled him out of the chair he was seated on. Washington fell forwards towards the bed located in the <br />middle of the hotel room. I pulled Washington down onto the floor and restrained his right arm with both of my hands. <br />At that time, an officer restrained his left arm. With both of Washington's arms restrained on the ground, I was able to <br />successfully handcuff Washington's right arm. Once Washington's right arm was handcuffed, I grabbed his left arm, <br />and I was able to handcuff Washington's left arm. <br />It should be noted, the entire time I was attempting to restrain and detain Washington, he was combative and resisted <br />being placed in handcuffs. Officers were able to overcome Washington's resistance and successfully effect the arrest <br />of Washington. <br />Restraint Device: <br />After Washington was successfully placed in handcuffs, I restrained Washington by placing my knee on his left arm. <br />Due to Washington still being uncooperative and combative with officers as he was lying on the floor restrained. A <br />"WRAP" restraint device was applied on Washington. I assisted in the application of the WRAP restraint device. My <br />role in the WRAP restraint device was to apply the restraint device that secured Washington's legs at the knees. <br />Additionally, I placed the upper body restraint device on Washington. After successfully restraining Washington, I <br />assisted in sitting him up and tightened the straps on the restraint device. Additionally, I placed the protective helmet <br />around Washington's head. <br />OCFA: <br />After the application of the WRAP restraint device was applied on Washington, he was carried onto a gurney to be <br />assessed, treated and transported to OC Global Medical Center by OCFA paramedics. <br />At the conclusion of the incident, I assisted officers by obtaining a signed Private Persons Arrest form. <br />This concludes my involvement for this incident.
