On 1-15-25 at approximately 1300 hours, I overheard over the radio officers were struggling with a suspect at 1600 E. <br />1st Street #1007 (Holiday Inn Express) so I responded to their location. I arrived at the location and contacted the <br />officers who were on scene. I contacted the on-scene supervisor, Cpl. Biebrich #3570, who advised me that they had <br />a use of force taking a suspect into custody for trespassing. I confirmed at this time no officers were injured. <br />Officers on scene and/or involved in the use of force were Cpl. Biebrich #3570, Officer Mondragon #3893, Officer <br />Ibarra #3178, Officer Corpus #3721, Motor Officer Hernandez ##3716, and Officer Rodriguez #3967. All officers had <br />their respective BWCs activated during the call for service. <br />As I walked into room 1007, the suspect had been placed in the WRAP Immobilization Device. I inspected the <br />application of the device and determined it was correctly applied. The suspect, Freddie Washington, was arguing with <br />the officers and still being uncooperative. Washington was removed from the room and placed on a gurney, which <br />was outside in the hallway. I interviewed Washington outside of Miranda and asked if he was injured and if he wanted <br />medical attention. Washington complained that his wrists and face hurt, but I saw no signs of injury. I had to asked <br />Washington several times if he wanted medical attention and eventual he agreed. Washington was transported to OC <br />Global Medical Center to be evaluated and cleared for booking. <br />CSI was requested to document the officers who were involved in the use of force uniform appearance. Additionally I <br />requested CSI Davila to take photos of the condition of the room and to respond to the hospital and document any <br />injuries that Washington might of sustained as a result of the use of force. <br />I checked the area and there were no cameras inside the room and there were no independent witnesses to the use <br />of force. <br />MY BWC was activated during the duration of my time on scene. <br />Later in the shift Officers Corpus and Mondragon reported injuries which had happened while taking the suspect into <br />custody. Officers were sent to be seen by the City's medical provider and all proper documentation was completed. <br />Sgt.
