a. Deploy all necessary personnel, equipment, and materials to respond to and recover <br /> pollutant discharges from the public right-of-way(i.e. sidewalk, curb & gutter, etc.) <br /> City stormdrain system, and flood control channel system. <br /> Discharges may consist of, but are not limited to: hydrocarbons, inorganic <br /> compounds, organic compounds, volatile compounds, biowaste, hazardous <br /> materials/waste, sewage, wastewater, sediment, and trash/debris. <br /> Contractors shall respond to spill response requests via phone within ]-hour of <br /> initial request. <br /> b. Deploy containment at various points along the projected travel path of the discharge <br /> to protect nearby stormdrain facilities from contamination. The City will provide a <br /> description of the site and discharge to the best of their ability during the initial <br /> request. <br /> c. Set-up traffic control per WATCH handbook or at the direction of City staff to safely <br /> perform spill response services. <br /> d. Conduct confined space entry and video camera inspection of stormdrain facilities. <br /> e. Perform pressure washing of the contaminated area, including storrdrain facilities,to <br /> the satisfaction of the City. All wastewater generated as a result of pressure washing <br /> activities shall be recovered and not allowed to discharge into the City's stormdrain <br /> system. <br /> f. Take discharge samples for laboratory analysis and provide results to the City. <br /> g. Manifest the waste lawfully and efficiently to the satisfaction of the California <br /> Department of Toxic Substances Control (DTSC), the United States Department of <br /> Transportation, the Environmental Protection Agency, the EPA-permitted disposal <br /> facilities receiving the waste, and any other relevant regulatory agencies. <br /> h. Provide storage,transport, and proper legal disposal of the recovered material(s). <br /> i. Utilize appropriate personal protective equipment(PPE)when performing spill <br /> response services required by CAL-OSHA or other applicable Local, State and <br /> Federal safety regulatory agencies. <br /> j. Provide an incident report with before and after pictures within 1-week of performing <br /> spill response services. <br /> k. Install temporary Best Management Practices (BMPs) to control sediment, including <br /> but not limited to: silt fence, straw wattle, gravel bag berms, or stockpile protection. <br /> All BMPs shall be installed in accordance with California Stormwater Quality <br /> Association(CASQA) BMP fact sheets. <br /> City of Santa Ana RFP 26-018 Page Al-3 <br />
