PROPOSAL NARRATIVE <br />ABOUT THE PROGRAM <br />EXECUTIVE SUMMARY <br />For the 2010/11 program period, the Career Development/ROP Department of the Santa Ana <br />Unified School District is proposing to continue the successful Success Bound! program serving <br />thirty 35 in-school ,youth. Of the 35 youth, three will be foster youth and seven will have a <br />" <br />n <br />disability. The target population are "average" students with identified barriers who have not <br />fully participated in other categorical/special programs; in other words, students who may have <br />"fallen through the cracks" of regular public school programs. After the past nine years, the core <br /> <br />competencies are still in place. Our program works because we target at risk students that are . <br />vulnerable of not completing High School without additional support. Pursuant to the WIA and i <br />Santa Ana Workforce Investment Board requirements set forth in the RFP for this application, <br />Success Bound! participants will meet age, City of Santa Ana residency <br />current low-income <br />, <br />eligibility, Selective Service and "right-to-work" standards plus also be identified as having one <br />or more of the following barriers to employment: <br />• Their basic literacy skills (reading and/or math) are at the eight-grade level or below <br />as measured on the TABE or an equivalent standardized test; <br />• They are considered as homeless, have runaway from home or are a foster child as <br />evidenced by either school or social service records; <br />• They are a pregnant or parenting teen as evidenced by school records and/or are an <br />emancipated youth as identified by court records; <br />• They have a record as a gang member, an offender or have a court/agency referral <br />mandating school attendance as evidenced by county records; <br />• They have never held a job and therefore lack a significant work history as <br />evidenced by their WIA Program pre-application; <br />• They have been identified a Limited English Proficient as evidenced by school <br />records; <br />• Their core GPA is less than 1.5 as evidenced by school records; <br />• They have been suspended or expelled as evidenced by school records; and/or, <br />• They are designated as a "special needs" youth with disability as evidenced by their <br />school records (e.g., enrolled in special education with a valid IEP, designated as <br />limited English proficient, etc.). <br />The chart on the next page summarizes how the proposed WIA funds requested in this RFP will <br />be used to serve the 30 Success Bound! participants. The separate rows for the ten WIA program <br />elements indicate which primary activities will be delivered and funded by the lead agency (Santa rn <br />Ana USD) and/or one of its collaborators. The last column is a very brief description of the <br />primary activities and the kinds of documentation that will be utilized for documentation. This <br />summary is based on the proposed activities described in the Program Workplan (Attachment B). <br />The planned outcomes of the Success Bound! program are: <br />? high school graduation-students leave with a high school diploma & college= <br />enrollment; <br />? a valid career preparation experience that will equip participants with hard & soft <br />skills needed to be gainfully employed, an Employment Portfolio leading to <br />employment down the road; and, <br />EXHIBIT A
