<br /> <br /> Strateg/cSolutions <br /> <br /> PROPOSAL FOR CONSULTING SERVICES <br /> to the <br /> City of Santa Ana, California <br /> from <br /> StrateglcSolutions <br /> OVERVIEW <br /> Working on a contract basis, StrateglcSolutions will provide strategy development and grant consulting <br /> to the City of Santa Ana's Finance and Service Management - FMCS, Facilities Fleet, Central Store <br /> division to create a more environmentally responsible fleet, facilities and stores operation. When <br /> appropriate, StrateglcSolutions will work interdepartmentally to maximize access to available funding. <br /> AREAS OF CONCENTRATION <br /> StrateglcSolutions will support the following areas of department responsibility and opportunity: <br /> 1. Alternative Fuels and infrastructure <br /> 2. Conventional Fuel Efficiency <br /> 3. Diesel Emission Reduction <br /> 4. Stores and Fleet Green Waste Management and Recycling <br /> With a strong focus on Improving air quality and reducing toxic emissions throughout the region, <br /> StrateglcSolutions will concentrate its efforts on the development, funding and implementation of a <br /> detailed alternative fuel plan. The ultimate goal of the alternative fuel plan is for the City of Santa Ana <br /> to operate a fleet powered by 100% renewable and sustainable energy. Other strategies include but are <br /> not limited to conducting greenhouse gas studies to track emissions; offering low-interest loans to <br /> employees for the purchase of alternative fueled vehicles; encouraging the use of loan pools and ride <br /> sharing; installing GPS and remote diagnostic devices In all vehicles to increase route efficiency; and <br /> upgrading alternative fueling Infrastructure. StrateglcSolutions will then conduct extensive research to <br /> identify Federal, State, local and private grant opportunities for these programs. Potential funding <br /> agencies include U.S. Environmental Protection Agency (US EPA), the California Energy Commission <br /> (CEC), the California Air Resource Board (CARE), the South Coast Air Quality Management District <br /> (SCAQMD), the Mobile Source Air Pollution Reduction Committee (MSRC) and other agencies dedicated <br /> to greenhouse gas reduction and the improvement of air quality throughout southern California. <br /> StrateglcSolutions will also offer ideas and solutions to curtail waste generation, introduce new recycling <br /> efforts and maximize efficiency as it pertains to fleet and store management in City of Santa Ana. With a <br /> focus on the city's diesel and gas-fueled vehicles, StrateglcSolutions will research the feasibility and <br /> funding of instrumental projects such as tire and oil recycling, particulate traps and an anti-idle policy. <br /> All of these programs help to comply with AB 939 mandating each city to divert over 50% of waste from <br /> local landfills. With AB 939 funds and additional State and private grantees, Santa Ana can decrease <br /> their overall consumption and waste generation and increase air quality, energy efficiency and overall <br /> health in the community. <br /> StrateglcSolutions Proposal Santo Ana 10-7-10 Page 1 <br />
