REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 15, 2010 <br />TITLE <br />AUTHORIZATION TO APPLY FOR <br />FEDERAL HIGHWAY SAFETY <br />IMPROVEMENT PROGRAM GRANTS <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize staff to apply for federal funding of four projects and to submit the projects for funding <br />consideration under the Highway Safety Improvement Program. <br />DISCUSSION <br />The State of California Department of Transportation issued a call for projects for the Highway <br />Safety Improvement Program (HSIP) for Federal Fiscal Year 2010/2011. HSIP is a federally <br />funded program, which provides construction funds for projects to improve traffic and pedestrian <br />safety, such as traffic signals and signage upgrades. <br />Staff is requesting authorization to submit four projects for HSIP funding (Exhibit 1). The <br />selected project locations are based on the FY 09/10 Traffic Signal Priority List ranking that <br />considers vehicular traffic volume, pedestrian activity, and collisions history. Given the need for <br />these improvements, staff recommends the City Council adopt a resolution supporting federal <br />funding of these projects and authorizing staff to submit the designated projects for funding <br />consideration under the Highway Safety Improvement Project. <br />ENVIRONMENTAL IMPACT <br />Environmental reviews will be conducted for those <br />presented to the City Council when the construction <br />projects typically qualify for Categorical Exemptions. <br />21A-1 <br />projects that receive funding and will be <br />contract(s) is awarded.
