REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 15, 2010 <br />TITLE: <br />AGREEMENT WITH DIGITAL IMAGING <br />MANAGEMENT SYSTEM (DIMS) FOR <br />MAINTENANCE AND UPGRADE TO <br />POLICE DIGITAL IMAGING MANAGEMENT <br />SYSTEM (July 1, 2010 — JUNE 30, 2011) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1St Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager, Chief of Police and the Clerk <br />of the Council to execute an agreement with Linear Systems for the continued maintenance and <br />upgrade of the Digital Imaging Management System (DIMS), which maintains all photographic <br />still, video and audio evidence for the city and police department, in an amount not to exceed <br />$33,325. <br />DISCUSSION <br />The Police Department's Digital Imaging Management System (DIMS) was purchased in 2004 <br />through Urban Area Security Initiative (UASI) funds and allows crime scene images to be <br />captured and stored digitally. It currently houses nearly three hundred -fifty thousand crime scene <br />photographs and countless hours of crime scene video footage. This system is a compulsory <br />investigative tool that assists in the successful documentation of extensive crime scenes. Such a <br />system is of paramount importance to criminal investigations and its maintenance, continued <br />security, and storage redundancy is necessary. The responsible vendor, Linear Systems, has <br />been professional and consistent in its servicing of the system thus far. <br />FISCAL IMPACT <br />Funds are available in the Police Department's Investigations Bureau / Forensic Services <br />Contractual Account #01114455- 62300. <br />APPROVED AS TO UNDS AND ACCOUNTS: <br />Paul M.
