This project was initially submitted in 2007 by Empire Homes, who was in the process of <br />completing an environmental impact report (EIR) before withdrawing the project over a year ago. <br />The proposal by Tava Development, the current applicant, will be similar to the Empire Homes <br />project. After reviewing the Tava Development proposal, it was determined that an EIR would still <br />be required to meet the requirements of the California Environmental Quality Act. A Request for <br />Proposal for environmental services was initially prepared for this project. The Scope of Work is <br />attached as Exhibit 1. The recommended contract will be submitted for future consideration by the <br />City Council. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this request. <br />J".
