ATTACHMENT 2 <br />NSP REHABILITATION STANDARDS <br />PREFACE <br />The primary purpose of these standards is to address the quality of workmanship and <br />materials expected, and to achieve consistency throughout the NSP3 program activities <br />administered by the City of Santa Ana. These standards are not intended to reduce or <br />exclude the requirements of any federal, state or local codes, standards, ordinances and <br />regulations that apply to residential rehabilitation. <br />WORKMANSHIP <br />• All work shall be performed in a professional and workmanlike manner. <br />• The quality and durability of the work shall meet or exceed the standards <br />established by the construction industry and various trades. <br />MATERIALS & EQUIPMENT <br />• All materials and equipment shall comply with and be installed in <br />accordance with the manufacturer's requirements and all applicable codes, <br />standards, ordinances and regulations. If a discrepancy occurs between <br />the requirements, the more stringent shall prevail. <br />• Unless otherwise specified, all materials and equipment shall be medium <br />grade. <br />• Economy grade materials and equipment are unacceptable. <br />• All materials and equipment shall be new, in excellent condition, and <br />delivered to the job in the manufacturer's original packaging. <br />• The description of materials and equipment found in this document <br />establish a minimum standard. <br />ENERGY EFFICIENCY, WATER CONSERVATION & RECYCLED MATERIALS <br />To the extent possible and practical, standard measures related to energy conservation, <br />energy efficiency, water conservation and the use of recycled materials have been <br />incorporated herein. Gut rehabilitation or new construction of residential buildings up <br />to three stories will be designed to meet the standard for Energy Star Qualified New <br />Homes. Gut rehabilitation or new construction of mid or high rise multi-family housing <br />must be designed to meet the American Society of heating, Refrigerating and Air- <br />Conditioning Engineers (ASHRAE) Standard 90.1-2004, Appendix G plus 20 percent. <br />LEAD-BASED PAINT <br />All housing built before 1978 must comply with 24 CFR Part 35 Subpart J and HUD's <br />Lead Safe Housing Rule regarding the evaluation and control of lead-based paint <br />NSP3 Substantial Amendment Page 1 <br />City of Santa Ana <br />20A-55
