GLOSSARY OF TERMS <br />The following glossary (or definition of terms) is provided to assist the public to better <br />understand and evaluate the implementation Plan. Terms are applicable to redevelopment <br />activities and to community development in general. <br />Absentee Owner - Property owner who owns property at one location but lives or operates a <br />business at another location. <br />ADA -The Americans with Disabilities Act of 1990. <br />Adaptive Reuse - The rehabilitation of older properties for a new purpose. <br />Affordability Gap -The extent to which gross housing costs, including utility costs, exceed 30% of gross household <br />income. <br />Affordable Housing-As defined in California law, housing that is affordable to households earning at or below 120 <br />percent of area median income. <br />Affordable Housing Cost - As described in Section 50052.5 of the California Health and Safety Code (which see for <br />more detail), the term applies to owner-occupied housing. For very low-income families it means a cost that does <br />not exceed 30 percent of the monthly income of a very low-income household of appropriate size for the unit. For <br />low-income families it means a cost that does not exceed 30 percent of the monthly income of an appropriately <br />sized household at 70 percent of monthly income. For moderate-income households it means a cost that is not <br />less than 28 percent or more than 35 percent of the monthly income of an appropriately sized household at 110 <br />percent of monthly income. <br />Affordable Rent - As described in Section 50053 of the California Health and Safety Code (which see for more <br />detail), the term applies to rental housing. For very low-income families it means a cost that does not exceed 30 <br />percent of the monthly income of a very low-income household of appropriate size for the unit. For low-income <br />families it means a rent that does not exceed 30 percent of the monthly income of an appropriately sized <br />household at 60 percent of monthly income. For moderate-income households it means a rent that does not <br />exceed 30 percent of the monthly income of an appropriately sized household at 110 percent of monthly income. <br />Affordable Owner-Occupied Housing- Housing units meant for sale and occupancy by owners, and carrying <br />affordability covenants that conform to Section 50052.5 of the California Health and Safety Code (which see for <br />more detail). <br />Affordable Renter-Occupied Housing- Housing units meant for long-term occupancy by tenant households, <br />Affordability Restrictions - The requirements imposed by a redevelopment agency or other public agency that <br />housing units remain affordable to low- and moderate-income households for a specified number of years. <br />Santa Ana Community Redevelopment Agency Implementatior. ?
